Thank you for your emails of 13 May and following letter that we received on 16 May 2012.
 
The role of the GMC is to license doctors to practise in the UK and maintain the register of qualified medical practitioners. If a doctor’s fitness to practise is found to be impaired we can take action through our procedures to either restrict or remove their registration.

The information that you have provided has been given careful consideration by senior members of our team. Whilst we acknowledge your continuing concerns about the investigation into the death of Dr Kelly, Dr Shepherd appears to have placed himself in a position to exercise his clinical judgement within the context of the instruction given to him by the Attorney General and there is no evidence that he acted recklessly or with any suggestion of bias or prejudice.
 
Therefore, though your views clearly conflict with Dr Shepherd’s conclusions, such a disagreement would not raise an issue of impaired fitness to practise.
 
I am sorry that the GMC is not able to help you at this time.
