Open letter addressing Mr Richard Keeling - leader, Councillor Saunders ? chairman of the 'planning; committee.
This letter to be forwarded to 41 other councillors - I am not well enough to do this myself.

The centre of the wood pasture now part of the Halpin Family Foundation CIOI ask you to read the two attachments in the first posting. First a brief survey of my earlier objections to this hideously large 'development' to do eventually with the growing and selling of flowers. This used to be done by families in the valleys of Combe and Stoke from small wooden sheds.

I say this relying on memory but I am open to correction. The applicants Mrs and Mr Cooper-Smith badgered the planning officer Artur mercilessly in my view, as if there was urgency. They were deceitful, given that the first purpose stated was for the storage of hay, but there was no substantial hay field nor appropriate numbers of stock.

But I focus on the key condition which was to excavate down ONE POINT TWO meters for the foundation. This was to lessen the impact of this very large erection within the 'beautiful brecchia landscapes' of this parish - this to quote a planning officer. Breach of due process was added to by this condition being tabled with others at a February 6 meeting of Haccombe with Combe PC from which Amelia Cooper- Smith, then a member, did not recuse herself.

The erection went quickly ahead to general surprise and anger, partly because other 'unfair' developments were well known in a generally timid parish.


The excavation would have required removal by at least 17 fifteen tonne lorries. I never had access to the site - notice and padlock, but 'drone' footage shows no sunken path around the construction. In a web site advertising yoga lessons (only 12 monthly flower arranging talks allowed in the outline conditions) - 'stunning views over the estuary' were spoken of. This was made more easy by later construction of a second storey verandah on the east end of the erection. ?Permission.

 
The council is required to instruct an independent land surveyor to establish if this excavation to the specified depth took place. Given that the erection was close to the crest of the site, I suggest that the datum be the mid contour line of the foundation. Clearly, if this condition was not met, then the whole should be dismantled. Views from the public 'Pathfield's' path and from across the estuary might then recover some of the 'stunning' quality.

TDC is not well regarded as you know. It is being cursed by hard working women and men especially in the long diversion around the 'New Road'. The wisdom and fiscal responsibly of TDC is questioned with the allocation of £7 million of our taxes + sums coming from DCC and nation. This when the UK is bankrupt - the National Debt being above UK GDP. And the costs will rise - a van driving out twice a day to set up traffic lights near the Teign. Widening at the Churchills would have been sufficient.

I believe Action for 'Climate Change' Teignbridge has received moneys from our public purse. How does that fit with a grand road as with the roads of Hitler and El Duce?

The TDC might achieve respect if there is a completely truthful and rigorous response to my main question - excavation.
